Haruka + Michiru from Sailor Moon. These two are obvious soul mates even though its never clear if they have a physical relationship.

I would say it's highly likely given the emotion between them, but they never kiss and there is no scene that implies that they sleep in the same bed. Unless it was in a special that I have never seen. I do remember a scene where Haruka is looking after a sick Michiru in a hotel room that they clearly share, but there were two beds.
WRONG! I mean it's not very correct.
It was their special, where Michiru was looking after sick Haruka in a hotel room. And they had one bed (pretty wide), as far as I can remember.
(and Haruka was picking on some maid, and them Michiru suddenly came in and lulz ensued)
I'd say it's pretty clear too. Yes, there aren't any kissing scenes (there are scene with Haruka kissing Usagi, but none with her kissing Michiru!) but hey - they're not public workers.
And that line in one of Takeuchi's interview, that "they have more time for that..." ...aw.
Ah, btw:
Haruka x Usagi! Their relationship was pretty... neat in manga.
But not with tearing apart and closing other relationships, oh no.
